Removing the old run
Including the brackets and any fixings that have rusted into the fascia, and an honest look at the fascia underneath while it is exposed.
Rusted, sagging or undersized gutters replaced in steel — with the fall reset so water reaches the downpipe instead of the eaves.

Gutters fail slowly and then all at once. They rust from the inside where leaf litter holds water against the steel, they sag between brackets until the fall runs backwards, and the first anyone notices is water over the front edge in a storm and a damp patch on a wall.
Replacing them is straightforward work, but the details decide whether the new ones behave. Fall, bracket spacing, downpipe size and position, and overflow provision all matter more than the profile you pick.
Detail
Including the brackets and any fixings that have rusted into the fascia, and an honest look at the fascia underneath while it is exposed.
New gutter set to fall towards the downpipes. A dead-level gutter holds water, and water sitting in a gutter is what rusted the last one.
Enough downpipe, in the right places, for the roof area draining into that run. Undersized downpipes are a common reason a new gutter still overflows.
So that when a gutter does block, the water goes over the front edge rather than back under the roof sheets and into the ceiling.
Downpipes properly connected to the stormwater system, not discharging against a wall or into a garden bed.

Questions
Sometimes. A single rusted section, a failed joint or a sagging length can often be repaired or partially replaced. Where the whole run is rusting from the inside, patching it buys a season at best.
It depends on what is over the roof. Under gums that drop constantly it can save repeated cleaning. It is not a substitute for correct fall and downpipe sizing, and a poorly fitted guard causes its own overflow problems.
Fascia repair or replacement is often needed once the old gutter comes off and the state of the timber is visible. It is quoted separately once it can actually be seen, rather than guessed at beforehand.
A typical single-storey house is a day. Two-storey work, difficult access or fascia repairs extend that.
